At what point do chip slots begin appearing in weapons/armor? I've had the technology centre and have been collecting chips and pieces for weeks but I've yet to find an item that actually has a chip slot. I'm at Level 28; is this something that appears at a higher level?

You should start seeing this gear with chip slots after fighter levels around level 50
It's not so much your shelter level as much as it is your dwellers level. I didn't start seeing them on armored and everything else till dweller 55
